    State Directed Grant Funds

    Cabarrus County Partnership for Children was awarded $2,000,000 as a directed grant from the ARPA Temporary Savings Fund in the 2023 Appropriations Act S.L. 2023-134. The Cabarrus County Partnership for Children Board of Directors decided to use these new funds to provide additional programs in Cabarrus County for our youngest children and families.

Cabarrus County Preschool Programs

The Cabarrus County Partnership for Children offers a universal application that allows parents to apply for their child(ren) to attend any of Cabarrus County's free, high-quality preschool programs during the 2024-2025 school year. All information is entered into a single database to determine eligibility for the following programs:

Cabarrus County NC Pre-K

The Cabarrus County NC Pre-K program is designed to provide high-quality educational experiences to enhance school readiness for eligible four-year-old children in Cabarrus County . The NC Pre-K Program Requirements are built on the National Education Goals Panel’s premise that to be successful academically in school, children need to be prepared in all five of the developmental domains that are critical to children’s overall well-being and success in reading and math as they enter school:

  • Approaches to play and learning
  • Emotional and social development
  • Health and Physical Development
  • Language development and communication
  • Cognitive development

The NC Pre-K Program Requirements are designed to ensure that a high-quality pre-kindergarten classroom experience is provided for eligible four-year-old children in each local NC Pre-K Program and that, to the extent possible, uniformity exists across the state. Programs are also required to meet the NC Child Care Rules. NC’s Pre-K program meets a number of nationally accepted benchmarks for measuring quality early learning. These include comprehensive Early Learning Standards; staff who are required to meet education/licensure requirements, professional development; 1:9 staff/child ratio; developmental screens and referral; evidence-based curriculum and formative assessments; monitoring and nutritional requirements. The Cabarrus Partnership for Children is the contracting agency that operates the NC Pre-K Program in Cabarrus County.

EC Preschool - Kannapolis City Schools (kcs)

McKnight Child Development Center is dedicated to providing a high-quality preschool experiences for young children with typical and special needs. Enrollment is open to 3, 4 and 5-year-old children. Kannapolis City Schools Preschool Program offers a variety of screening and evaluation services for children 3, 4 and 5 years of age who reside in the school districts. These screenings and evaluations determine if a child needs special education services and/or related services. The focus of these services is to help children with special needs to become successful in a regular early childhood education program.

EC Preschool - Cabarrus Co. Schools

Exceptional Children's Preschool Programs provides high-quality children’s services to young children with identified disabilities who reside in Cabarrus County. The district offers screening, evaluation and specialized instruction in a variety of settings and locations throughout the county. The purpose of these services is to promote a child’s success in an educational environment. The offices for Cabarrus County School Exceptional Children’s Preschool program are located at Mary Frances Wall Center, 3801 US Hwy 601 South, Concord NC 28025.

KCs Head Start/KCS Public School program

This program provides comprehensive high-quality Early Childhood Education and developmental services to eligible children ages 3, 4 and 5 years old, and their families, including families with low-incomes and children with defined disabilities. Parents and guardians receive case management services and work with staff to develop, plan, and achieve personal, financial, educational, and/or employment goals.

Reach Out & Read

What is Reach Out and Read?

reach out readReading aloud to young children stimulates language and cognitive skills and builds motivation, curiosity, and memory.  Research also shows that the more words parents use when speaking to an 8-month-old infant, the greater the size of their child's vocabulary at age 3.

Reach Out and Read prepares Cabarrus County's youngest children for success in school by partnering with doctors who will prescribe books and encourage families to read together.

At each routine well-child visit, children will receive a new, culturally and developmentally appropriate book to take home and read with their parents.  The medical provider will also discuss the importance of reading, model reading a book aloud to the child, and encourage parent-child interactions as part of pre-literacy and language development.  Any child going to a participating clinic can qualify for the Reach Out and Read program.
