Request for Proposals
The Cabarrus County Partnership for Children is soliciting proposals for contracted services to assist the Partnership’s efforts in serving children ages 0-5 years and their families in Cabarrus County in fiscal years 2021-2023.
Proposals are being accepted in the following areas:
Public Education – social media and marketing assistance
Evaluation – oversight and compliance of funded activities
Leadership – of cross sector collaboration to facilitate systems-building and alignment across sectors working with pregnant women who have a substance use disorder; two positions: medical director or physician extender
and program manager
Research - PhD level research consultant to lead and oversee mixed methods study of the SUN project. Services would include application and continuation of IRB approval (currently through the UNC Chapel Hill IRB); supervising a graduate assistant; developing the research design; conducting the analysis; and developing reports on results.
The deadline for receipt of proposals is 5:00 p.m. on May 28, 2021.
Each proposal must be accompanied by a letter which briefly summarizes the proposing company or individual’s interest in providing the required professional services. The letter should include the scope of work and service deliverables, including names, titles, and professional licensure of any persons who will provide services under the contract.
Each proposal must also be accompanied by an itemized, detailed budget for Year One beginning July 1, 2021 and ending June 30, 2022 and Year Two beginning July 1, 2022 and ending June 30, 2023. A sample budget form is available upon request.
Professional Service Contracts will be executed each year individually, only after a satisfactory evaluation of performance and the availability of funds is confirmed.
If chosen for funding, each of the following items will be required before a Professional Service Contract may be executed:
- Signed Contract;
- Completed W-9 form; and
- Proof of adequate insurance coverage.
Funding will be contingent upon approval of the proposal by the North Carolina Partnership for Children and adequate funding allocation to the Partnership for the 2021-2023 fiscal years.
