    Congratulations to Paula Yost for receiving the 2024 Karen W. Ponder Leadership Award!

    Presented during the Smart Start Conference in Greensboro in May 2024, the award was accepted on Paula's behalf by Ann Benfield, Executive Director of the Cabarrus County Partnership for Children. A local ceremony for Paula will take place later this year with special recognition from President of Smart Start, Amy Cubbage.

Early Education Liaison Program

Cabarrus Partnership for Children ('Partnership') funds the Early Education Liaison Program at Rowan-Cabarrus Community College (RCCC). The program focuses on working with local early educators and child care centers to enroll and assist them in completing their education.

In addition to serving as liaisons between the community college and local early educators, the program offers academic support, resources, referrals for tutoring, and scholarships for those who don't qualify for financial aid or incentives when they complete a semester with a B or higher.

By increasing the level of education that our local early educators receive, we increase the availability of quality early child care for Cabarrus County families.

  • Assuring Better Child Health and Development (ABCD)
    Improves the quality of child development services in primary care medical practices by enhancing developmental screening and referral for children ages birth-5 in the context of the medical home. Helping to identify children for early intervention services and making sure they receive needed services.

  • Child Care Health Consultants
    Child care health consultant activity provides training and on-site assistance to 90+ child care providers to improve the health and safety of children and prevent the spread of communicable disease. Service provided by registered nurses.

  • Early Education Liaison Program

  • Emergency Dental Services
    Cabarrus Partnership for Children funds the Smart Start Emergency Dental Program at the Cabarrus Health Alliance. This program provides emergency dental treatment and follow up for children ages 0-5 years old who have no dental insurance or Medicaid.

  • Preschool Programs
    High quality early childhood education experiences for 3 and 4 year old children in Cabarrus County. Funding is administered by the Cabarrus Partnership for Children, and services are provided in child care centers, Cabarrus County Schools, and Kannapolis City Schools.

  • Substance Use Network (SUN) Clinic
    The Substance Abuse Network (SUN) Project is a cross-sector collaborative system of compassionate care that uses best practices to support the health, safety, well-being and recovery of pregnant patients with substance use disorder, their infants, and their families.
